Description: This layer contains the locations of implicit outfalls in North Carolina for the 19 western counties included in the Streambed Mapping Project. An implicit outfall is defined as the crossing/intersection of a state-maintained road segment with a state stream segment. The North Carolina Department of Transportation (NCDOT) National Pollutant Discharge Elimination System (NPDES) stormwater permit Part II.B.1 requires NCDOT to develop an evaluation of implicit outfalls. To create this layer, the stream line data collected for 19 western North Carolina counties as part of the Streambed Mapping Project was intersected with North Carolina roads line data. The 19 counties that were included in the project are Alleghany, Ashe, Watauga, Caldwell, Avery, Mitchell, Burke, Yancey, McDowell, Rutherford, Polk, Buncombe, Madison, Haywood, Henderson, Transylvania, Jackson, Swain, and Macon.
