The BLOS model described in NCHRP’s Report 616, discussed in Section 3, is the selected model used as part of the statewide roadway conditions assessment for bicycle use. The model, based on empirical research, has been applied to examine existing conditions of bicycle networks at municipal, county, and state levels.
